I am far from a conformation expert, althougth I've been trying to learn. With that being said: A LOT would depend upon how much they are asking for her. In the horse market around here, there are VERY nice horses going for next to nothing. I'd think you could find something better without too much hunting unless they're actually giving her away....and those are often the most expensive horses of all!!!
If I remember right, you said you were a beginner...and you don't seem to have a lot of experience looking at horses. If that's true, I'd not be looking at a horse this young, or a horse that's going to need conditioning. I think I'd walk from this one and keep looking.
I'm not a complete idiot--there are parts missing!
