Our local Ranch and Home store carries a selection of those "Elmer" horse ornaments, those are always cute....
If you wanted to craft some thing yourself you could buy the smallest size pony shoes to decorate up.
Or possibly braid horse hair and turn it into a mini Christmas wreath ornament....
If you are interested in making your own, salt dough works well! It is just a flour, water, and salt mixture that you can bake. I've made ornaments for each of my family's pets (horses included). They were a lot of fun to make and paint! I'm not sure I have any pictures at the moment though...

Tractor supply has some adorable reasonably priced ones.
We make them from the salt dough, Sarah will be making our two this weekend as this is our first Christmas with them, our tree is full of ones the kids made with their hands,
