Open schooling type shows, just often use anyone with some horse experience to judge-often some local trainer
Shows that are 'approved', where horses earn points in either a breed association, or some speciality show, like NRHA, have to use carded approved judges
With dressage, recognized shows through 2nd level are required to use a judge who has gone through the USDF "L" judge education program. In order to judge higher level tests, judges progress through additional levels of qualification through USEF.
For unrecognized/schooling shows, they sometimes use qualified judges, but are not required to. Some shows will pick a respected horseperson who has experience in the industry.
