Google Earth really isn't going to give you an accurate picture of what is going on at someone's property. Heck I've Google Earth'd my place and my pasture that is 3 thin strands of smooth wire and 1 barbed looks like it's completely un-fenced. I wouldn't put horses in that pasture but when my neighbor had his fences torn down and needed somewhere to put them, I allowed him to.
I would have been downright livid if you'd posted pictures of my property here and claimed I was mistreating my horses!! They weren't mine and reality is that they were better off in my barbed wire fencing than at his place where another neighbor's stallion had torn down all his fences after he escaped. Yes, it looked incredibly ridiculous when the hailstorm hit and I had FIVE horses and a mule jam themselves into a single 12x12 run-in but it's more shelter than they have at home (they have nothing there... not even a single tree) and I wasn't planning on 6 large equines, that is my shelter for baby calves!
Unless you see animals that are starving, injured or obviously unhealthy...their living conditions are probably ok.
