Measurement/Hands

I know 4 inches in a hand. (I think?) But how many hands is a horse that is 66 inches at the withers? What about a horse that is 52 inches at the withers? The 52 inches is 13 hands?

Green Broke
66/4= 16 1/2 hands high which I have seen written 16.2 or 16.5 depending on who you ask.
