    I'm sorry if this is in the wrong section, but I'm new and I don't really know if this applies to another section.

    That's ridiculous! The horse has lived there for 32 years and now they suddenly decide to enforce the ordinance?! One can only assume that the land developers complained. It's been 20 years since that ordinance was created. If they hadn't enforced it within the first 5 years its ridiculous to enforce it now. If your going to make an ordinance/law than you ought to enforce it all the time not just some of the time.
