Actual under saddle training is at your own preference - but most people generally start between 3 - 5 years of age.
There are many things, however, that must first be achieved from the ground before it would be safe to even consider breaking a horse in.
Also, considering your other posts on here - I suggest you invest in a reputable trainer & coach for your activities, as inexperience can be harmful to both you, and your horse.
I think it depends on the breed. I start my colts and fillies under saddle at two. Although all of them have had tons of ground work.
