Depending on the situation, this may be fixable. Really! They need to have a hoof EXPERT come out. Barefoot trimmers tend to specialize in this sort of thing. Navicular is often a result of improper hoof care / trimming. Does he have high heels? That's a dead giveaway if he does. Just an option if they want to try to help him.
