Selling a horse because she has unmet 'potential' sounds silly to me. I don't think I know a single horse who is meeting their real potential...
That is not to say that selling her is the wrong thing to do. Your horse does not care if she meets the 'potential' us humans think she might have. She cares that she has food, a consistent environment, herdmates, safety and is free from pain. Most horses just as happy being a lardbutt as a three day eventer, maybe happier.
If you WANT or NEED to rehome her for whatever reason, then do so! If you just have too much going on and need one less thing, selling her may be a very good option. And so long as she goes somewhere with food, farrier and vet care, safety, and someone who will care about her well being, she will do well and be happy.
