Selling with or without papers?

This person is always posting minis on craigslist. How can she withhold papers? And why would she want them if she's selling the horse?

CHASSIE has produced some very nice foals in her life time. We have decided that she has had enough foals and if you would like to own a very nice mare, she is for you. She is very healthy and has never had any health problems.

Maybe to pay the transfer fee/effort for her to track them down fee?

That means you probably won't breed the horse without papers, just like with dogs, they are routinely sold for less without registeration papers. Breeding stock costs more, not routinely seen in horses but it looks like it is happening here.
