They're useful because they don't take up nearly as much room as a box stall, you can keep horses standing so they won't roll - they are useful for shorter periods where the horse doesn't need to lie down, or if the horse has an injury or colic where they can't lie and roll.
Some tie stalls are built wide enough that the horse can in fact lie down (but not roll).
