Is it in WA? Or that's just the name of the show?

From east to west a travlin gypsy found her prancing pony for now their hearts run as one...into the north

it's in Maryland actually, but the name refers to Washington DC. I went to local weekend (this weekend) and I am considering going to watch.

Yeah its in D.C. Its a great show ! Especially the night with the puissance high jump. A few years ago I went when the jump was 7'3" ! One of the horses cleared it ! It was great!
