Safer? I'd think tying them would be safer? At least then the snap or halter might break and they'd be loose rather than getting tangled up and drug underneath?
I feel like if you couldn't ride or lunge for what ever medical reason and to rehabilitate the muscles. If someone stood on the axle and physically held the horse with a lead. It might be safe. But I would rather use it on dirt, grass, or sand. Asphalt and my horse particular in example = sliding. :/

Heck, why not just tear the floorboards out of an old horse trailer. Same difference:?.
Death-trap waiting to happen either way. I've seen the result of a horse being drug behind a vehicle for "exercise". All I can say is that I wouldn't wish that result on a horse that I hated.
that thing makes about as much sense as this thing.
