What is this contraption?

Saw an advert on gumtree whilst looking at horses for a "horse jogger"

"horse jogger can be made to similar spec if required. Totally legal and dead handy. Price not negotiable."

Does anyone know what this is and what it's used for?
I am not interested in buying it just curious.

From the name and how it looks, my guess would be that the horse is tied into the device and then towed behind a vehicle as a form of exercise.

That's what I thought but that can't possibly be safe!

Slightly safer than tying a horse to the bumper of a truck, which I have seen people do.

Not something I would ever use for sure.

Me neither Alex, if my horse needs exercise, I get off my duff & ride him, not sit in my vehicle & have him trot behind it!

Safer? I'd think tying them would be safer? At least then the snap or halter might break and they'd be loose rather than getting tangled up and drug underneath?

Just seems like a bad idea all together.
