I rug and blanket, and this winter they will be rugged up EARLY. Winter coats are hard to handle, and frankly, I hate shedding them out and having to clean saddle pads. If I were you the horse would have a stable blanket under a turnout rug or rain sheet if it is icing or snowing. The snow and ice will melt on their coat and make them colder. Freazing rail will coat the WHOLE tail and the eye lashes and it is very dangerous for the horse to be out without shelter from it.
