Winter blanket rubbing

Last week it was really cold so I put a new winter turnout blanket on my horse. I noticed yesterday he has a small bald spot on his front left leg. There isn't anything on the right leg, just the left and it looks really sore. The blanket isn't rubbing anywhere else. I was going to get a shoulder guard but couldn't find one online that would come down far enough to cover that part of the front leg.
Anyone have any ideas?
It is a little wamer this week so I can switch the blanket, but will eventually have to use the winter blanket again since there are still 6 weeks left of winter!!
