Trailer Renovations and Laws.

I was wondering if there are any regulations on float (trailer, sorry I'm Aussie we say float) sizes, things that need to be included, etc?
My dad is a builder and he doesn't want to have to buy a float (cheap ass :P) but he's happy to fix up and old wrecked one, or make one from scratch using an old trailer (the pull behind car's moving dirt/building supplies kind of trailer).
Anything you could tell me would be a great help!
Or any links to sites with more information too.

Department of Transport. They have guidelines on homemade trailers.

When we bought an old float from interstate and had to re-register it, we didn't have the correct stuff for it, we had to register it as homemade and they provided us with a booklet on what was required.
