    Has she been taught to hard tie yet?

    I wouldn't even bother with fussing around her, hay bags, asking her to stand etc.
    Tie her up, and leave her there until she gets bored of being stupid, and stands quietly. It doesn't take them long (if they've got half a brain) to work out that being antsy doesn't get them going any faster, and tend to just have a snooze instead.

    Oh she'll stand quiet for hours. It's only when you groom her that she starts moving. Even in cross ties. Like she always wants to see what your doing.
