It sounds like he has more muscle on one side than the other. Just work with him to build up the muscles is what I've been told. Also I have been "butt roping" my mare and that has helped tremendously to build muscle and help her pick up her leads! But also it maybe because he is sore like others have said. I don't have a video/picture of me "butt roping" right now but when I go home and work with her this weekend I can take a video/pic and post it so you can see what I mean if you want. Hope this helped! :)
