Draw reins are an effective training tool, but I can't say I use them often. I do own a pair, but I've seen people use them so much that they became reliant on them to get the desired result from their horse. I used them when I first started my horse. I hooked them to her bridle and ran them underneath and overtop of my saddle horn. I hooked her to a lunge line and let her figure out giving to the pressure. Two lessons of that and I could see-saw on the reins and she'd bend at the poll. I used them from time to time her first year under saddle. I find it very difficult to turn a horse with them. That's just my opinion. Not sure why in the world someone would use them in barrel racing. ??
