Frightened Pony

I am trying to gentle a very frightened 8 year old pony that was given to me. I am not able to get any background on this horse. She is halter broke and leads and ties well but panics when touched on her hindquarters and legs. She will almost sit down to try to keep her tail and her hind legs away from me. I have never seen her pin her ears or act mean at all -- just scared to death. I have been working with her nearly every day for about 6 weeks and I try to be calm and reassuring and move slowly and gently. I work with her until I get each hoof picked up and she is standing quietly, and I give lots of praise and rubbing but every day it seems like I have to start from the beginning, like she doesn't remember anything from the previous lessons. Also, when she is scared, she always tries to crowd up to me, rather than pull away, which seems unusual. I have spent a lot of time just talking to her while brushing and rubbing on her to try to get her calm but I feel like I'm not making any real progress. Any suggestions???
