I would agree with the groundwork. Horses dont think, they remember. Therefore, he remembers the arena and what hes supposed to do there. Try working with some crossrails or an obstacle in the arena on the ground and in the saddle. Give his mind and body something to do.

saddle fit, no matter what your discipline, is everything. if your horse is wearing a saddle that doesn't fit right it will be uncomfortable and possibly even down right painful. it would be sort of like wearing shoes that where too small/big and trying to run. you can't move properly or you get blisters.
