Getting A Horse To Work Off Their Backend and Keep Collected

I am looking for different excersises to help my horse work off his hinded. He is a very front end horse, have been trying to win the battlejust hasnt jappened yet. I am also wondering how to keep him collected longer then a few strides? He gives to pressure very well and bends at the poll. But then he will pull because I release right away when he gives. How do you speed up the hind end to match the front? We do barrel racing. If anyone is an english rider can you use western terms please :)
