Getting an upright dressage horse to do long and low

I've been working with this green broke Morgan stallion and he's built very very upright (as a lot of dressage horses are) and we're having a lot of difficulty with long and low exercises, and I was wondering if anyone had any specific exercises/techniques to encourage him to stretch forward and down with his head neck and topline.

I'm open to anything!
