Halter stretching

Anyone with arabians have any ideas on training my 2 year old to stretch his neck for halter? He's a very quick learner and does the rock back, sets up great, holds his head high, but we're having a difficult time with the full stretch. He has an amazing neck when he does it on his own.

I know nothing about arabians but i've seen people pick up something from the ground and hold it out of reach from the horse and it would stretch out to sniff it. But i'm not entirely sure if this is whats going on, sorry I couldn't be any help.

What I did for my Arab was to go to the pet store and pick up a feathered cat toy with a bell on it. That got her attention right away and was more than willing to stretch out beautifully to check it out. The bags and whips and dirt sifting did not catch her attention but brought this toy out an BAM she hit her mark.
