As long as a horse is sound to be ridden, you can teach them to neck rein.

What GamingGrrrl said!

I taught my mare to neck rein when she was 24 and, while it may have taken her longer to "get" than a younger horse, she does it as well as a horse who's been doing it all his/her life.

Probably not much point in teaching stuff like that once a horse is in it's 30's

Rein is the spelling you want.

Horses can be taught at any age, they don't become incapable of learning as they age.
