Jumping/ trotting poll spook?

All in all I want to make this a positive experience for Easter. I'm currently working on flatwork for the most part, but today as I put up a "trotting pole" (She could have jumped it, but I prefer her not to) and walked her by hand over it. She crow hopped because it snapped back and hit her. I fell off. She had balked and I asked her to go over it anyway, so she put a hoof ON- not over- the pvc pipe, and she spooked when it bent under her leg. I got off, rubbed the poll over her, and walked her by hand over it. She seemed fine, but did it a second time again when I went over it on saddle. I didn't fall off by nearly did. Now I've lowered it again and when I walk her over it by hand she doesn't respect the pipe and knocks it down (She still kind of balks). She won't walk over it when I'm on her. What should I do? She now refuses the little jump I've set up for her too. I don't want her stressed out, but I want to get her over this. What should I do?
