I don't understand this phrasing. What does it mean? What is the process of it?

I've heard of bitting systems, but nothing called a 'mouthing system'. Where did you hear or see the phrase?

My first though was mouthing a horse to determine age. I google mouthing systems for horses and this was what I got - just sounds like training to make a light horse to me? (didn't watch the vids nor click the sales links so that's a surface guess)
