Trained
Make sure it has a balanced diet containing sufficient protein, then ride it correctly - over its back, engaged behind and into the bridle.

Or, buy a horse with a naturally cresty topline if correct work is not desired ;)

Why do you want a bigger neck with more muscle?

If you like big necks, get a lazy greedy-guts with imaginary boy-bits (probably late cut) like my gelding:

However, if you want a good topline, there are heaps of great threads on here that cover how to achieve this. Basically, work towards engaging the hindquarters, lightening the forehand and lifting the back, and generally working in a correct manner to exercise all the right muscles.
