Parelli messes up....BAD

I'm not sure if this has been posted on this forum yet, but I was on a blog and I saw this video today.
Just wow.
Is there anyone in the parelli program who has done the levels who can tell me when parelli says its okay to twitch a horse and restrain a horse by tying a leg? Just to get a bridle on....?

He calls it "passive persistence".

Wow nice one parelli!!
