I would tell your dad to stand still and let bandit approach him. Even have your dad walk away a bit so that bandit knows that your dad is not a predator. This might help. Is there anyway your dad or other people could do some basic groundwork or grooming? That way your horse would learn to accept more than just you as a leader and not be so spooky toward others.

From a ridden perspective Similar to Momo, have your father walk away but follow him. Ask him to keep changing direction, walking serpentines etc, and keep track. Then every so often he stops and you approach. Any hesitation from the horse stop and he moves on again. When you get up alongside ask your father to stay as he is, ie keep his back to the horse, do not turn to face him. Just careful raise a hand and perhaps stroke the neck or head possibly. Then move off again and repeat. Horses find it much easier to deal with something moving away. If it's moving away, even if they are following then it can't attack in their minds. If it's coming towards then it can always be a threat. Direction is everything because to a horse direction is one context of how they gauge intention (ie is this lion going to eat me or just going for water)
