I would say, just do what most people who have super snowy winters do and work on ground work, tricks, whatever during the winter and then focus on the riding during the other three seasons. That's what I've been doing, I've taken three months off almost from riding and plan on getting back into it probably next month when I get my new saddle. We've worked on lunging him calmly on a line (no pulling or turning in), ground tying, tying in general, manners, and other little ground work things. Over all, taking a step back and investing extra time in him has REALLY paid off, the BO commented the other day about how much calmer and more focused he was.
