Standardbred Head Help.

I've had my Standie for a couple of years. He is off the track, he didn't have too much work and training before I got him. He got mud fever recently and was out of work for a couple of months, now that I've got him back into working, I'm trying to work on his topline, or lack there of.
He doesn't like to round up but he can. But the problem I've been having is, he turns his head normally to the right, and looks behind him all the time. I ask him to round up and he'll do that. I wont ask him anything and he'll do that. He stopps after a while, but he'll do it again a few strides later.
I got told it was from his harness racing. They do that to look behind them? Or something like that.

How would you suggest I break this habit?

Here are the videos. They're short because my camera times out after a few seconds.
He normally only does it at canter, or trot just coming out of canter.
Sometimes jumping too.

When I watch the harness racing they usually have blinders on the horses, if he was used for harness racing and has always used blinders then that could be his problem. To me it doesn't look like a serious thing and he might have that habit for the rest of his life..

Does he slow you down or something by doing that?
