Stubborn horse

I have a horse that when I ride him, he will only follow somebody or another horse. If there is nobody close he just turns in circles. Is there a way to keep him from trying to follow somebody or turn in circles?

Try riding him in front. If he turns in circles, let him trot large circles, then let him walk forward. Maybe try riding him up a road or trail without another horse while having somebody watch or supervise you (that isn't riding a horse) to get your horse used to riding without other horses. Maybe this advice will help you!
