trailers plus human overthinking .. might have over looked something

the new horse bailey is an arabian. very smart little devil he is.
for the last month i have been working on lots of ground training and basics in the saddle have been started still working on the walk.

now i spent 2 1/2 weeks give or take just on halter breaking to make sure he understood pressure and giving to it.

now when i picked him up at the auction he walked right into the trailer no problems no hestiation nothing. i have worked with him on standing tied to trailer. and i also had denny and him work together doing this after a while as they are the two horses my cousin and i ride. they were perfect standing by the trailer for grooming before heading out to the public trail. (these two ride around our farm and neighbors farm together no problems)

when i went to load bailey first he got in and immediately started to bolt off the trailer backwards. threw his head high and then would not listen to any halter pressure.
so i figured maybe if he saw denny go in since he is the dominant of the two he would follow. nope. denny went in like a charm and was at peace for the 20 minutes we tried to load bailey.

he would not turn away from the trailer, would not back away from trailer,would not circle near trailer, etc. every time pressure was put on he ignored it.

started off in just nylon halter with lead, then put the stud chain, then tried rope halter, then tried leather halter and stud chain and regular lead. we used calming herbs with no effect and we used the lunge whip to encourage from the hind and he completely ignored it. he always reacts to lunge whip but not then.
he listened the best to the rope halter
i brought him to the round pen after wards and he immediately started giving to pressure. so i just worked him in all gaits then went back to trailer. he refused we went to round pen and worked and did this for a good hour with no improvements. and immediate changes giving to pressure when in round pen or near trailer.
trainer is unavailable at moment due to family emergency. so ideas and input greatly appreicatted.

so my questions:
what am i missing??
why is he refusing halter pressure ? did me and my trainers over look something??
how do i stop him from throwing his head when he gets his two front feet in?
is there any calming herb you reccommend? (we tried valerin)

its a step in 2 horse bumper pull straight load trailer. we had all doors open for lighting, windows open for air, hay in there..etc
