    A 5'5" rider is certainly not too big to ride a small pony! I raise Section B Welsh ponies and I have seen a 6'+ man ride a 13h pony, and at 5'5" I definitely ride my own. :) The ponies I own have ranged in height from 12h-13h and it has never been an issue.
