Undoing Training and New Beginnings

Hey everyone! So its been a while since I have been on here, but I've been recently running into some problems with my little quarter horse. To start, I bought him from a woman who only trail/western pleasure rode him, and rode him in DRAW REINS ALWAYS. >cringe< So when I bought and started riding him, he was super stiff through his neck and heavy on the forehand. I focused on simply bending, lateral work, and not even worrying about his head, figuring that I should teach him how to carry himself first. So now he is bending his neck a little more through turns and such, but thats where I've run into another problem.

He is very quick to speed up, and as I do transitions to help get himself stepping underneath himself, he eventually gets anticipation to the point where he takes off with me. I also am having trouble getting him to stretch downward. Any suggestions would be most appreciated. Thank you guys!
