Ok so what should the first step be....ground work but what kind....he is great leading if i just slap him on the neck before we go....should i just lung him.....he knows the word who and a few kisses means go but he could care less when i am in the saddle....

When we bought him 2 yrs ago he was used with a shank..... I don't think he would do any responds with a snaffle....

I would suggest getting some lessons on him. It would be best for the both of you.
Yes, lunge him. have him doing w/t/c all from voice commands (and of course whoa).
A one rein stop is where you turn the horses head one way forcing it to go into a circle and either go off balance and fall or stop. You teach this first at a walk then a trot and then a canter.

The problem is not teaching him new things because I'm sure he knows them. What you need to re-establish is the respect back. It sounds that either when you bought him or before you owned him that he learned he could make decisions on his own regardless of what you want.
Going back to the basics is to re-establish those things that he does not respect now. Starting off at the basics allows you to rebuild everything back up in a safe manner.

My horse and I had this same situation and well we JUMPED the fence. It wasn't fun. When you have a fast horse, circles are your best friend! Do alot of simple gait changes. Walk, Trot, Walk. With only taking a few steps. Walk, Trot, Canter, Halt. And so on and so on. Alot of flat work helps also.
