Buying horse in Southern Oregon

I am looking for a bombproof or close to bombproof horse that has been there done that and is sound. For beginner or immediate rider. I will be sharing this horse with my two cousins who are four and seven with no experience. I just want something I can take out and possibly compete on and then get out of the arena and pony them on. I won't be trusting them to ride alone, due to the seven year old being autistic and incredibly dramatic. And the four year old being incapable. I or another adult will always be on the end of the lead.

Please don't give me spooky horses. Spooky and the two cousins don't go together.

It doesn't have to be a dead broke and old horse, it just has to be able to be ponied behind another horse and be able to put its head down and walk nicely. These kids aren't ready to go fast or do anything past that yet. Eventually they might advance enough to be able to ride alone, but for now that isn't necessary.

I know someone in the Seattle area who has a 7 yo Arabian that needs a new home. He's NOT spooky, great on the trails, and would be a really good show prospect with some work on the flat. He's been through a ton of Natural Horsemanship, and is a really good boy. He's bucked a few times, but hasn't in a while and would be fine at the walk for anyone. He's super sensitive, can be stopped with your seat, and is a real jewl in need of a job. She's willing to let him go for CHEAP to the right home, he's been her baby for 5 years.
