Looking for a Pony

I'm looking for a pony to help teach my neices/cousins how to ride. There isn't much more I can do with Soda due to his temperment and training he is no where near beginner safe unless lead lined.

Requirements:

-Mare (Soda gets along better with girls)
-13/14 hands, a little bigger/smaller is fine. My neices are 5.5 and 9 yrs old and both pretty tall already. I'd like them to be able to ride the pony for awhile before I need to find a bigger horse. I also want it to be big enough that I can hop on if she needs a refresher (5'8" and 135lbs).
-Beginner safe
-Between 6/7 and 11/13 yrs old
-No founder cases or ones that need to be dry lotted.
-Budget is limited right now, but I'll be able to save up more money as time goes on. Under $1000 is best for me right now.
