To 'test' you horse, free jumping is great, just start at a low x-bar and keep raising it, if he knocks, depends how bad he knocks it, it would hurt a little, just knows not to do it again!
All my horses, from 12.2hh - 16hh can jump 90cm+ (2'9"+) easy. The 14-16hh horses have cleared 130cm (4'2) I buy my horses for jumping though, so if I were to get a QH or something with really short legs then they wouldn't be able to jump as high, Attach a photo of your horse and I'll critique his jumping confo (:
You defintaly wouldn't just look at a horse and say yep, it can clear "blah", every horse needs working up, so they're confident and so you know what they're capable of.
