Haven't read the replies so sorry if I missed something you've already said (Don't have the time too read them all).
I don't have the same problems with jumps on Chinga but I did have a problem with him rushing ground polls and tripping over them all. Sometimes he is too forward into a fence so the first thing I do is half halt and if he doesn't listen too this then I do a big circle in front of the fence and get the horse too slow down then approach the fence using my voice saying "Steady", ect. This generally works for me. What I do with groundpolls and if you set up some ground polls this could be very helpful for you, I trot in. Halt. Three Seconds. Walk over polls and I'd do this a few times before I had a horse that really listened too me and he'd trot/canter over nicely.
