Remember, Jumping is Dressage With Speed Bumps.

GP Jumpers spend the majority of their time doing Dressage. That is what makes an accomplished jumper.

You could be, during this time in waiting for her to start over small fences, start doing Dressage Work on a regular, daily basis. That way, when she is ready to go over fences, you have her doing leg yeilds, softened to aids, round, off her forehand, light in your hands and all those other very important aspects to having that much more success when you have her going over fences.

Start at the minimum of 5 years of jumping. I have come to learn that jumping is just dressage with obstacles. ; )

well i have started many horses jumping younger- my three yr old quarab is d-grade pony club- 2' ish and my 5 yr old tb mare competes easily over fences 2'6-2'9 BUT............. leg protection and grounwork is a MUST.
i broke my 3yr old in at 2 and he had a solid year or dressage and flatwork- including some laterals (however he was an incredibly fast learner) and my mare was off the track she'd had a few months of flat work before hand-- splint boots- a decent set- are invaluable with a young horse- and pole work- trot and canter poles (to mix up your flat work a bit and keep it interesting) will help your horse learn to judge distances and get balanced- i hope this thread is helpful for you

I've popped my three and a half year old over a small 1 ft jump abot four or five times just to see how he would react to it, but we've already jumped a little bit seeing as how when we're on the trails, we sometimes come across obstacles we have to pop over.

We began teaching our ponies how to jump around 5 and a half, by 7 they were doing 2'3" regularly and Rhumba's almost 10 and he does 3' sometimes. He goes steady around 2'6" and 2'9" though. My horse Frazier is 11 and he does 3'. So 5 at small jumps sounds fine.

Lunging or free lunging over small jumps before then shouldn't hurt the horse but I'd suggest no jumping whatsoever until about 4 and a half. That would give plenty of time for flatwork and prettiness =D
