Distrustful pony

Hello, down my local stables theres a pony which I am very fond of, but he frustrates me very much. He tries to bite me, but not in a wanting to hurt me way, he's like a child though he's 7. When I go behind his eye he throws his head around and moves away from me like forward. I want to know any insights in to how I can get him to trust me, but heres my problem, I can't do join up because he's not mine, so I wondered if anyone knows any trust building exercises that can be done when he's just in an area where all the horses stand? And how do I get him to stop biting me?

Thankss :)

Okay well go get a lunge line and like set it on the floor okay then take out a like treat and approach his talking softly very softly then see if he will take the treat try to hook the lead line or lunge line on to his halter and just keep petting him and giving him treats then start walking and then start grooming him and like coming out often

Who's horse is he? If they will let you, try sitting in his pasture, groom him and pet him. You need to show him your not to be feared.
