My Sheltie always causes a stir with how beautiful she is. She is small, quiet, obedient, inoffensive. She could very easily go off leash and be fine, but someone would steal her.

The best dog though is one with training and manners. There is nothing worse than being around unruly dogs in public.

Training/personality make the dog not the breed IMHO

I agree, it's all training and personality.
We have a Bernese mountain dog who often causes a stir at the shows as he is large, somebody always makes a joke about him being able to enter in the show. He loves coming to shows, and always seems to end up surrounded by little kids petting him and playing with him, he sort of the horse show babysitter as he's so good with them, even though he's often as tall as them!!!!! :)
