Are you looking to get rats? I say plural because they really should not be alone. My guy is alone, but not for long. I am currently looking to getting him a friend.
Rats need tons of stimulation, so a cage will need to be bigger than you may think, otherwise their brains melt. Ok, not really, but if not put to use they might as well.

Personally I would go to a shelter or a rescue of some sort. They know the rats, and hopefully handle them regularly so they are tame.

Don't use pine or cedar shavings. Best would be a litter box with litter in it, and cloths for bedding. Don't get a cage with metal bars on the bottom, unless you are covering it. They can get bumble foot easily.

As for cage size, a good idea is to give each rat at least 2 cubic feet to raom around. And then fill all that space with toys and hammocks. They LOVE hammocks.
Here's a couple cage pics:

This one was homemade:

The best rat cage ever... critter nation by midwest:

I have the double-level, but you can get the single level, too. Really good, hardy quality. Doesn't have pans deep for shavings so everyone lines the trays with fleece:

Those arent my cages. My cage right now is a chinchilla cage. It has a second level, with a house and a litter pan up top. Not too many toys as I am super broke.
Actually it turns out I will have to be putting Yogurt to sleep. He has an inner ear infection and I've been told he is in tons of pain. I was then told off (on the rat forum I mentioned before Jorats.com) for not having a vet fund and whatnot. I have to use my savings to pay rent, and in two months if I still havent found work I will be in a shelter and the rat will be euthinized anyhow. If you go on that forum, be careful what you say. They tend to be nazis about rats.

Sorry, but I agree whipple. If you can't pay the bills, don't get the pet. At one point, I paid $400 in two months, and then the rat still needed to be put to sleep. I did not get another pet untill I had the money saved upagain, and I worked at odd jobs to keep a vet fund going for the other 12 I had at the time.
