How much hay does she get? Cause that's the first thing I'd increase.
Depending on the horse, I'd look at feeds with a high fat %. My horse is doing well on Triple Crown Senior.

Has she tried beet pulp? Or cracked corn? We are having the same issue with a quarter horse gelding that we have. We have him on a 12% sweet mix, beet pulp, and cracked corn. Just a warning the corn will give the horse energy! Lol. So if your friends horse already has a lot of it i wouldn't recommend giving the corn. Also another thing that you can give is some oil (corn or vegetable) which you can just drizzle over the feed. The beet pulp can be fed dry or you can put some water over to make it kind of a mash.
Hope this helps! :)

Tell her to check the mare's teeth! I had this same problem with a gelding I used to have. I would give him a lot of different things to get him to gain weight, but it never worked. But I got the vet out to see him and he needed his teeth floated very very badly. After I got that done, he gained weight very easily.
