Soft bulbs on rear of one hoof

My wifes new Quarter Horse has a soft bulb on the inside rear of one of his front hooves. Just the inside bulb on that one hoof. It looks different than the others in that it's shiny, smooth, and it's noticeably soft. First of all, what is it? And secondly, how do we fix/treat it? I'm dumbfounded, and have never seen anything like it. Help!

Pix would be handy. He could have a 'sheared' heel on that foot, he could have an anscess that's burst, leaving that heel softer, could be that his heels are generally weak & that one's a bit more noticable, or that he's got thrushy frogs & that bit's the worst...

I'm leaning towards an abscess that burst and now the heel is tender. Does it hurt when you push on it?
