It's primitive marking caused by dun. Also called leg barring. It is present to a lesser or greater degree on all horses that are dun.

It's actually pretty common. Like chiilaa said, it's a marking on a dun. We have one out here now that has some really prominent black zebra-striping on her legs.

My friend breeds primarly dun mares to her buckskin stallion and all of her mares have this zebra trait. i think it looks really cool.
Cheyenne has these markings too. But they are black. I think zebra markings are really pretty.
