Why does he do it?
Where I work, there is a girl and her horse, and they both seem relaxed and happy, but while she's riding him ( western bit, but don't know what kind, because it's in the horses mouth) he wiggles his top lip every now and again, ...he doesn't look annoyed....he just plods around and he will wiggle that lip every now and again.....

Haven't seen this before...does anyone know why a horse does this?

A video might help.

As for why, he might just be trying to play with the bit or something.. or maybe he's just nervous. My mare flaps her lips and hits them together whenever she's getting ridden, my instructor and I think it's stress-related.. especially since it's gotten less frequent and loud since she got here. She had done it at her old home too.

Ive seen horses clap their lips when thinking and when bored. Depends on the individual.
