Jumping in two halves?
So sometimes my mare lands with both back feet at the same time, and then "hops" to get back into a natural movement.
This is really only over small jumps around 18" and below.
Is there a reason she's doing this? Or just an accident, bad take off, poor balance?

It's like she's really not jumping with her back feet. Like she forgets they have to go over too?

The jump is pretty small. This essentially means that she doesn't have to push off with both hind feet to propel herself over the fence. Were the fence bigger, she would likely give it a bit more effort.
I added a picture of my barn mate riding my jumper. At the bigger fences, they should pat the ground and push off evenly with both hind feet. Sometimes a canter pole before the fence will help give your horse a better take off point, instead of just flopping over the fence. :-)
